Is Iraq behind Anthrax scare?

Iraq is the leading suspect behind the recent Florida anthrax poisonings. The technology to create airborne anthrax requires centrifuges and generally costs millions of dollars, not something possible in Aghanistan. "This is prima facie evidence of the involvement of a state intelligence agency" according to their CIA source. And that points fingers at Iraq.
